12. No person may establish, enlarge or operate a contaminated soil storage site without holding an authorization issued under section 22 of the Environment Quality Act (chapter Q-2).
The authorization is valid for 5 years and may be renewed on application to the Minister made not later than 180 days before the end of the 5-year period.
Information or documents previously filed with the Minister in connection with an application need not be re-filed if the applicant attests to their current accuracy.
